Ecclesiastes 5: The Natural Fruit of Bureaucracy?


Wednesday of the 22nd Week after Trinity: Ecclesiastes 5.

“if you see oppression of the poor and perversion of right and justice in the province, be not amazed at the matter, for he who is high has a higher one watching him, and still higher ones over them.” (5:7)

Does this mean that hierarchy provides a remedy for corruption? (“Let me speak to your supervisor.”) Or does it mean that bureaucracy causes and provides opportunity for corruption? What is meant by “high”? Arrogant? Or powerful?
